A conspiracy is an agreement between at least two people to commit a crime.  It does not need to be written down and the people do not even need to know that their conduct violates a specific law.  But as long as someone takes an “overt act” in furtherance of the agreement, the government can charge her with a conspiracy and seek to hold her responsible for the conduct of all of the other conspirators.
